Walmart Moonrays malfunction

I have about 40 of these Moonrays Solar Garden Lights, and they are failing at the rate of 1 per month. I would like to be able to repair them.

I have concluded that the Photocells or the circuit board have developed a problem, because a regular Alk battery inserted into problem unit will power the Led on, and the discharged AA 1.2v Ni-Ca from the problem unit will re-charge and power up in another operating unit, but will not re-charge in the problem unit. So either the photocell is not sending the voltage charge to the board, or the board is not sending the voltage charge to the battery.

I am an amateur with limited knowledge and terminology in this field, so forgive please.
