I'd like to be able to run the Larson Scanner in my vehicle as a security indicator when the alarm is on. Can this be accomplished by changing the 9 16 Ohm resistors to a higher value?

Potentially yes, but the Larson Scanner cannot take 12 V directly. You'll need to reduce this to 5V or lower (e.g., with a voltage regulator) in order to be able to power the Larson Scanner.
Yes I should have made it clearer. I intend on using a circuit that has 5 volts, much like you would use to power a USB device. I was thinking of using 150 Ohm resistors
